Strengthening farmers’ involvement and empowerment in the transition towards agroecology
We are forming a transnational consortium for an Agroecology Partnership Call 3 proposal focused on Participatory Guarantee Systems (PGS) as a mechanism to strengthen farmers’ involvement, collective action, peer learning, and social innovation in agroecological transitions.
The consortium already includes public authorities, research organisations, and organisations working closely with farmers from several European countries. On the Turkish side, the Governorship of Ankara is involved, together with an academic partner from the social sciences.
We are looking for partners who:
Work directly with farmers, organic/agroecological producers, or farmer networks,
Have experience in PGS, certification alternatives, participatory governance,
Contribute expertise in socio-economic analysis, stakeholder engagement, rural innovation, or sustainability transitions,
Are research organisations, universities, NGOs, farmer organisations, or applied research institutes.

The Governorship of Ankara is the highest territorial public authority representing the central government at regional level in Ankara, Türkiye. It coordinates and implements public policies across a wide range of sectors, including agriculture and rural development, social innovation, sustainability, education, and local governance, in close cooperation with municipalities, universities, research institutions, civil society organisations, and farmer networks.
The Governorship has extensive experience in designing, coordinating, and implementing EU-funded projects (Erasmus+, Horizon Europe, Interreg, AMIF, etc.), particularly those focusing on sustainable food systems, agroecology, social inclusion, capacity building, and stakeholder-driven innovation. It plays a key role in facilitating multi-actor approaches, bridging public authorities, researchers, farmers, and civil society.
Within agroecology and food systems, the Governorship of Ankara supports local producer initiatives, short food supply chains, participatory approaches, and farmer empowerment, and provides access to pilot territories, local stakeholders, and policy-level engagement. Its involvement in research and innovation projects ensures strong links between local practice, policy implementation, and European-level knowledge exchange.
